I would be grateful for your approval of a grant by private treaty of about 260,000 square feet of land at Mount Shadwell on the Island of Hong Kong to the Hong Kong Anti-Tuberculosis Association, a body corporate under the Hong Kong Anti-Tuberculosis Association Incorporation Ordinance No. 55 of 1948, on the following conditions:-

(i) Lease term 75 years, non-renewable;
(ii) Premium, nil;
(iii) Crown rent, nominal;
(iv) Building Covenant, nil;
(v) Restriction on user to the purposes of a sanatorium
and clinics for tubercular patients, for the headquarters of the Anti-Tuberculosis Association, and for such purposes as the Governor in Council
may approve on the recommendation of the Association;
(vi) Prohibition against mortgage, sale, assignment, etc.;
(vii) Provision for resumption by the Crown without
compensation of any part of the lot required for a public purpose;
(viii) Reversion to the Crown without compensation in the
event of any breach of the conditions.
The site was the location of the Royal Naval Hospital before the War, but has not been re-occupied or used as such since the liberation of the Colony and has recently been surrendered back to Government by the Admiralty. In anticipation of formal surrender by the Royal Navy, the Association was permitted to enter upon the land in May 1948 and the Sanatorium has been in operation since 24th February, 1949. It is housed in some of the buildings of the former Naval Hospital which have been extensively rehabilitated. An entirely new building has also been erected to accommodate the headquarters office of the Association and a "follow up" clinic for former patients of the sanatorium. No further building is contemplated at present and for this reason no building covenant is stipulated in the conditions.
3. I have no hesitation in recommending this grant for your approval. Executive Council has been consulted and agrees.
